Mark Development, Inc. is family-owned and operated, created in 1977 with the sole intent of building affordable housing for the people of Hawaii. In addition to development, we also specialize in affordable housing management and consulting in design and subsidized financing. We use our experience as a property manager to better design efficiencies and longevity into our housing developments, creating communities that can thrive for a lifetime.

Regarding Hale Makana O Moiliili, applicants should all be aware of the income restrictions of an affordable property. Moiliili has 105 total units, 104 of which are income restricted leaving one unit for an onsite property manager. Of the 104 affordable units, income restrictions fall between 30-60% of the Area Median Income (AMI). The area median income is the household income for the median(middle) household in a region. All Oahu properties fall under the AMI calculations for the entire City and County of Honolulu. Regarding qualifications on the AMI percentages, 60% AMI is approximately $52,000 annually for an individual. Of Moiliili’s 104 available units, 80 units are studios and 24 are One-bedrooms. Rents range from $553 to $1,300 per month. Project amenities include a large multi-purpose community room, on site laundry, elevator, and on-site parking. Hale Makana O Moiliili is also ideally located next to Honolulu Stadium Park, a central bus route for those needing transportation, and 2 blocks from the Moiliili Community Center.


Micah is currently a Project Manager for Mark Development, Inc. They are a locally owned and operated affordable housing developer and property manager. Since 1977, three generations of Watase’s and Mark Development team members have focused on a mission of specializing in affordable housing.

Michah joined the team at Mark Development, Inc. in October of 2019 as an administrative assistant. With a passion for community service, as well as affordable housing, Micah transitioned to his current role as Project Manager. His interest in affordable housing was sparked as he finished his college degree in Louisiana and noticed the large difference in the cost of living between Louisiana and Hawaii. The number of family members and friends joining the mass exodus due to the high cost of living in Hawaii also added to his motivation and helped Micah realize he needed to be part of the solution.
Micah holds a bachelor’s degree in business administration with an emphasis in management, he is also qualified as a Certified Occupancy Specialist. Micah has three years of experience strictly within the affordable housing industry. However, when Micah first came home from college in 2018, he worked in the State Senate where he first gained an interest in kupuna health and affordable housing.

Mark Development, Inc. currently manages 16 affordable properties, 6 of which are senior only properties. Mark Development, Inc. has developed over 2000 units of affordable housing across Oahu and Kauai. Currently, Mark Development, Inc. is one of the most experienced developers on Hawaiian Homelands. Craig Watase, President, was named builder of the year in 2002 by the Building Industry Association of Hawaii. Numerous award-winning projects such as Princess Kahanu Estates, Kapolei Ho’olimalima, Koa’e Makana and Nalei Hulu Kupuna which is a senior project in Kakaako.
